What is Cloaking ? 

The word cloaking refers to showing different URLs or content to human users and search engines. it will provides the users with different results than they want or expect that's why cloaking is a violation of Google quality guidelines.

Cloaking Examples:

Showing a page of images or Flash to visitors while serving a page of HTML text to search engines.

Inserting text or keywords into a page  if the User-agent requesting the page is a search engine only.
